From www.ok.gov/recovery an overview and FAQ.
Guess who is the second biggest recipient? If you guessed government you would be right. The reason: "to help state and local governments avert budget cuts."

Don't forget those NEA (National Endowment for the Arts) funds given under the American Recovery and Reinvestment Act (ARRA).
LET'S GIVE EM A HAND
I'm sure they'd like to thank the unemployed taxpayers of America for their generosity in the midst of a financial crisis. While governments avoid budget cuts to reflect the reality of declining tax receipts, those Americans still working see their 401s decline, no interest on savings they might have, and the threat of their employers dropping health insurance because they think the government might take over the job.
(And, let's face it, no employer will provide health insurance when they have the option of paying 8% to the government as a penalty for not doing so. Which is less than what they would pay to provide coverage.)
