Libya, which took responsibility for the Lockerbie attack in 2003, holds the presidency of the 64th UN General Assembly.Obama became the first U.S. president to meet and shake hands with Qaddafi during a summit of global leaders in Italy in June. Qaddafi is making his first visit to the UN in his 40-year rule. Libya also sits on the Security Council as a non-permanent member.

On the other hand, USA Today reports on "U.K.'s Brown urges new economic order".
British Prime Minister Gordon Brown said leaders of 20 rich and developing countries must start to sketch out the outlines of a new global economic order when they meet in Pittsburgh later this week, as well as making sure that the fledgling recovery sustains itself.
The problem is that the U.K. is doing worse than any western economy and has been warned by the IMF and others to cut spending. The Labour party has courted Libyan oil and contracts by releasing Lockerbie bomber, Abdelbaset al-Megrahi, and providing SAS training to the Libyan military despite Libya's history of arming the IRA.
The Labour party is so poorly regarded in England that it doesn't control a single council in the country after election losses in June.
