Cap and Tax

The U.S. House of Representatives approved a Cap and Trade bill, but in France a similar bill introduced by former Socialist prime minister Michel Rocard is being opposed by unions and consumer groups who recognize what a job killer it is.

The French call it what it is: a carbon tax. Here, only the Wall Street Journal calls it a tax.
