DON'T LOOK FOR THOSE INCOME TAX REFUND CHECKS.. YET
Gov. Paterson froze $500 Million in tax refunds due to the financial situation. The governor said the move was unavoidable. He's also planning to withhold $1.5 billion in school payments and aid to local governments. USA Today says that New York will probably not be the only state to withhold income tax refunds.
