It's Herbert. Despite that, he still gets in a shot at Republicans who, he claims, are "committed only to the demented policy of trying to ensure that President Obama and the Democrats fail." (All of which sounds like something a leftwing editor added to the bottom of the article. Because Republicans aren't the ones pushing government-funded health care in the worst recession in 50 years instead of "jobs, jobs, jobs", are they? Herbert's instincts are that it should fail, fail, fail, too. It's a recurring theme with him: Democrats fiddling while the economy collapses.)
