'Cow tax' set to be tossed

Chuck Shumer is claiming credit. Lawmakers working on a spending bill covering interior and environmental policies included a provision from Mr. Schumer to block the EPA from imposing such a tax — a measure the agency said it might be forced to take because of a federal court ruling saying farm emssions are covered by the Clean Air Act.

On Tuesday, the EPA published new rules for reporting of greenhouse gas emissions. Those rules did not include the "cow tax."
